1. Brake systems.
1.1. During road tests, the following standards of braking efficiency of the service brake system are not met:
1.2. The tests are carried out on a horizontal section of the road with a smooth, dry, clean cement or asphalt concrete surface at a speed at the start of braking of 40 km/h for cars. Vehicles are tested in a loaded condition with a driver by a single action on the control element of the service brake system.
1.3. The efficiency of the service braking system of vehicles can also be assessed by other indicators in accordance with GOST 25478–91.
1.4. The hydraulic brake drive is not sealed.
1.5. The parking brake system does not ensure the immobility of passenger cars... in running order – on a slope of up to 23% inclusive.
2. Steering.
2.1. The total play in the steering system for passenger cars exceeds 10°.
2.2. There are movements of parts and units that are not provided for by the design; threaded connections are not tightened or secured in the prescribed manner.
3. External lighting devices.
3.1. The number, type, colour, location and operating mode of external lighting devices do not comply with the design requirements of the vehicle.
3.2. Headlight adjustment does not comply with the requirements of GOST 25478–91.
3.3. External lighting devices and reflectors do not operate in the established mode or are dirty.
3.4. Lighting fixtures do not have diffusers, or diffusers and lamps that do not correspond to the type of lighting fixture are used.
3.5. Lighting devices with red lights or red reflectors are installed at the front of the vehicle, and white ones at the rear, except for reversing lights and registration plate lighting, reflective registration, distinctive and identification marks.
4. Windscreen wipers and washers.
4.1. The windshield wipers do not work in the set mode.
4.2. The windshield washers provided by the vehicle design do not work.
5. Wheels and tires.
5.1. Passenger car tires have a residual tread depth of less than 1.6 mm...
Note: For trailers, the standards for the residual tread depth of tires are set similar to the standards for tires of tractor vehicles.
5.2. The tires have local damage (punctures, cuts, tears), exposing the cord, as well as delamination of the carcass, separation of the tread and sidewall.
5.3. The mounting nut (bolt) is missing or there are cracks in the wheel disk and rims.
5.4. The tires do not correspond to the vehicle model in size or permissible load.
5.5. On one axle... diagonal tires are installed together with radial tires or tires with different types of tread pattern...
6. Engine.
6.1. The content of harmful substances in the exhaust gases and their smoke exceed the values established by GOST 17.2.2.03–87 and GOST 21393–75.
6.2. The tightness of the power supply system is broken.
6.3. The exhaust system is faulty.
7. Other design elements.
7.1. The rear-view mirrors and glass provided for by the design of the vehicle are missing.
7.2. The sound signal does not work.
7.3. Additional objects have been installed or coatings have been applied that limit visibility from the driver's seat, impair the transparency of the glass, or pose a risk of injury to road users.
Note: Transparent colored films may be attached to the upper part of the windshield of cars. Industrially manufactured tinted glass may be used.
7.4. The door locks, fuel tank caps, driver's seat adjustment mechanism, speedometer, anti-theft devices, glass heating and blowing devices provided by the design do not work.
7.5. There are no mudguards or splash guards...
7.6. The towing hitch... device of the tractor and trailer is faulty, their safety cables (chains) are faulty.
7.7. Missing... first aid kit, fire extinguisher, emergency stop sign...
7.8. Flashing beacons, sound signals with alternating tones and color schemes provided for by GOST R 50574–93 are used on vehicles that do not belong to operational and special services.
7.9. There are no seat belts if their installation is provided for by the design of the vehicle.
7.10. Seat belts are not working or have visible tears on the strap.
7.11. The vehicle registration plate does not meet the requirements of the standard.
7.14. Additional elements of the braking systems, steering and other units and assemblies, the requirements for which are regulated by this List, are missing or installed without the consent of the vehicle manufacturer or other authorized organization.
